An Coimisiun Pleanála (ACP) plans to announce its decision on the Certificate of Planning Exemption for the IPAS centre at Dundrum House Hotel Complex by May 7.
ACP told Tipp Mid West Radio that the case currently sits with the Inspector. After the Inspector finishes the report, it will move to the Commissioners for a final decision. The Commission has set a new target date of May 7, 2026, replacing the original deadline of March 13. Utmasta Limited, which runs the IPAS centre, submitted its application to Tipperary County Council in October 2025, and the planning office passed it on to ACP for review on October 31.

The Council’s lawyers conceded that the Certificate should not have been issued and agreed to cover the Dundrum Heritage Group’s legal costs for the review. The case, numbered ACP-323829-25, also involves Brogan Capital Ventures, which claims ownership of the complex but is now in liquidation.
Once a decision is reached, all related documents and submissions will be published on the ACP website, including the Commissioner’s Decision, Direction, the Inspector’s report, and the Commission’s Meeting Records.
