Plans have been lodged for 28 new homes in Borrisoleigh

Tipperary County Council is proposing to develop 28 new social homes at Glean Caoin, Cappanilly, Borrisoleigh, subject to approval from An Coimisiún Pleanála.

The proposed development would comprise a mix of apartments and houses, ranging from one-bedroom units to four-bedroom family homes.

The plans include eight one-bedroom apartments across two two-storey blocks, with four apartments at ground-floor level and four on the first floor. A further eight single-storey one-bedroom houses are proposed, along with four two-bedroom houses, six three-bedroom houses and two four-bedroom houses.

The development would also include a new entrance, access road, car parking, bin storage, pedestrian routes, landscaping, boundary treatments and drainage connections, as well as ancillary services and associated site works.

The planning notice issued by Tipperary County Council earlier this month indicates that the proposed site is not located within a Special Area of Conservation. However, a potential hydrological connection has been identified between the site and the Lower River Suir Special Area of Conservation (SAC 002137), through the Borrisoleigh Stream and downstream Fishmoyne Stream.

Plans and particulars of the proposed development, including the Natura Impact Statement, will be available for public inspection free of charge at Tipperary County Council’s Civic Offices on Limerick Road, Nenagh, from Wednesday, October 28, to Friday, December 11, 2026.

Documents can be viewed between 9:30am and 4:30pm, Monday to Friday, excluding public holidays.

Members of the public can make submissions or observations during the consultation period concerning the proper planning and sustainable development of the area, the likely environmental effects of the proposal and any likely significant effects on a European site.

Submissions can be emailed to [email protected] or sent in writing to An Coimisiún Pleanála, 64 Marlborough Street, Dublin 1, D01 V902.
